In this role, he oversaw the expansion of the U.S. Navy and played a crucial part in the Union's naval blockade of Confederate ports, which significantly weakened the Confederacy's economy and military capabilities. Welles was also known for his strong editorial voice. He used his position as the editor of the New York Evening Express to advocate for the abolition of slavery and support for the Union cause. His influential editorials helped shape public opinion during the Civil War. Despite his significant contributions to American history, Welles' tenure as Secretary of the Navy was not without controversy. He was criticized for his handling of the USS Monitor, a revolutionary ironclad warship, and for his role in the infamous "Merrimac" controversy.
